Fix: Registry Error
Most of the time a MSN connection error is caused by random registry errors. I would recommend you to download and run Registry Easy to automatically fix your PC’s registry errors.
If you want to fix the registry manually, here’s how:
Re-register Softpub.dll Mssip32.dll Initpki.dll. This solution is indeed the most effective fix among all the others. Click on Windows Start button, click Run (in Windows XP or older), type the following code into the open field, or into the search box immediate after clicking Windows Start button (Windows 7 or Vista), and then press enter:
regsvr32 Softpub.dll Mssip32.dll Initpki.dll

Fix: Are your PC really connected to the internet?
Double confirm that your computer is connected to the internet. Just by looking at the Google homepage isn’t enough to prove that you’re actually online. Visit the following sites to verify that you’re connected to the internet and check that Windows Live Service status is stable and online.
If the .NET messenger service status is showing a service issue, you’ll have to wait for an hour or two and try to sign in again later.
Also, please make sure that your system clock time shown on the bottom right corner of your desktop is correct and accurate. This could be the cause of any connection error.
